Red Itchy Rash!

Start with a red itchy rash on my arms & legs back in mid June. One arm looked like it could have been ring worm, but it wasn't. It continued to become worse so I went to a clinic (P.A.) I was told he had no idea as to what it was, but did say it wasn't ring worm or hives. Of course I ask myself how would he know that.
He treated my symptoms and gave me a steroid and something for the itch. I itched so much & hard while sleeping, I've been left with bruises on myself. About 3 days after I finished the medication it was back. Kinda of went away and now it's back again.

This looks and has responded like eczema. It is a common condition and steroid applications often help improve the situation. You clearly have quite widespread disease and this can be very debilitating as you say. Sometimes allergy to certain environmental factors or diet can trigger symptoms and this should be explored. Often there can be a family history too.
